someone also asked about adding some constant to qp for pp sometime ago, it 
could also be used to limit the max/min qp to reduce flickering in broken 
movies which have wildly changeing qp, furthermore it can change between 
log/linear quantizer scale (h264 uses a log scale for example) allthough the 
example equation is useless
