This is fine with me although it still is inexact. If there is e.g. a keyframe every <sec>-1 seconds, it will step by 2*<sec>-2 seconds...
Also, keyframes usually will not be at equal distances. So the only case where it will surely work is when all frames are keyframes (uncompressed,
MJPEG, HUFFYUV (I think) and most others with bad compression ;-) ).
