There is no such thing. There is the groff manual
(DOCS/man/*/mplayer.1), which can be transformed to HTML
(command is in DOCS/tech/manpage.txt), and there is the XML
documentation (DOCS/xml/*), which gets automatically transformed to
HTML, as soon as you run make in DOCS/xml. Don't know which one you are
addressing, but the only HTML documentation included in CVS is the long
obsolete documentation (previously it WAS HTML, but english one switched
to XML more than a year ago, and rest keeps following).
