yes it is

this french rule is: 
"single sign, single space": no space before "," "." "..."
"double sign, double space": one space before and after ":" ";" "?" "!"

i've found that typo rule on many (french) web sites, for example:
http://www.ac-poitiers.fr/italien/peda/typo.htm
(this page talks about Italian and French typographic differences, but the 
array should be clear enough)

this is a typographic rule (used only in printing, totaly useless for talking) 
maybe that's why she doesn't know it...
