Could be. I don't know French, but I found this rule hard to understand. 
What if I have a list of 
an item, another item;
than some more items from another topic
and finally an end.
Why should the ; be different than , and .?
(And my mother, having spoken French fluently, taught by French woman,
but that was LOONG ago, knows nothing of this rule
