I've read, spellchecked, reworded and extended this document several times.
There is no mention of cvs admin.  I've RTFMed the admin section of this:

instead, which is an excellent documentation, btw.  I'll add a paragraph
about cvs admin to cvs-howto.txt based on what I've read there.
