[MPlayer-dev-eng] Registering MPlayer at Libera IRC network

Registration on Libera is finished now.

You can join #mplayer and #mplayer-devel on Libera if you like.

The latter is replacing #mplayerdev to be more in line with the
namespaces on Libera. People joining #mplayerdev on Libera should
now be redirected to #mplayer-devel should their client allow it.
