Is is really necessary? It looks like stricmp() is a perfect synonym for
strcasecmp() (probably NIH syndrome), so if strcasecmp() works, it can be
used both for older and newer versions.

(And if strcasecmp() is an issue, there is always av_strcasecmp().)
