We had a bit of this recently when discussing changes of the mpg123
codec. There is the reasoning behind the ffmpeg behaviour you pointed
at. This is not applied for mpg123. So, with a current SVN build of
MPlayer,

mplayer -ac mpg123

should properly play files with changing sample rate. At least it did
last time I tested this. I have to refer to other folks for the current
reasoning in ffmpeg codec behaviour.
