I don't know if you managed to find a better TV, but my experience
is clearly that you very much are not supposed to ever adjust
the program numbers, since for the UI's I've seen for it lately,
calling it "utter crap" is being kind.
I have so far encountered exactly two variants:
1) You can move the selected program one up or down and they magically
change the numbers.
2) You can move the selected program one up or down but they keep their
numbers, so you in addition have to change the numbering or lose any
relation between the program numbers and the next/previous program buttons.

In both cases you need about 300 button presses to get the list into the order you
desire. In addition, your order will be completely destroyed when
you do a new channel scan. A complete new channel scan is usually
the only way to add new channels.
Using that new digital TV stuff really gets me into a murderous mood,
and entirely justified I think.
