[MPlayer-dev-eng] [PATCH] minor OSD fraction cleanups

dont_round_up_decimals.diff:

currently if the PTS timestamps come in as something like this:

1.95
1.997
2.03

The OSD fraction is displayed like this:
1.95
1.00
2.03

which is less than desirable.

remove_apparently_inaccurate_comment.diff:
  I could not understand why it would be called "fallback on the
timer" since we're not falling back, we're using the only thing we
have, AFAIK.
  I wasn't as sure on this one.
