[MPlayer-dev-eng] [PATCH] glob-win.c not compiled for mingw32

The changes for r34271 did not have the desired effect for mingw32.  In 
the configure file, && should have been ||.  In
the Makefile, OS_FEATURE is funny because it is appended to SRCS_COMMON 
when it is suffixed with -no, but in the case
  of GLOB-WIN, it is suffixed with -yes.  I moved  osdep/glob-win.c to 
SRCS_COMMON.  Patch attached.
