[MPlayer-dev-eng] missing declaration for shipped setenv

Hi,

it was working some time ago,
mingw32 misses setenv, and mplayer ships osdep/setenv.c
but no one declares it so the compilation fails:

libao2/ao_sdl.c: In function 'init':
libao2/ao_sdl.c:145: error: implicit declaration of function 'setenv'
