Not sure it is worth the effort, but yes the font should use UTF code point numbers.
You can then just use the GET_UTF8 macro to convert the input text (at some place).
A perfect solution would the also try to get replacements for any characters not in the font via fontconfig, but that's at best something for a very long-term plan.
