[MPlayer-dev-eng] [PATCH] lower hardware MPEG decoder priority

Nowadays hardware MPEG decoder cards are vintage hardware.  If somebody
wants to use them, they should adjust their codecs.conf accordingly.
However, the sane default is to try software decoders first.
