Fixes sony-hdr-cx-6-avchd-1080i-9-seconds.mts and premiere-paff.ts (both often
tested mpeg-ts files containing PAFF), fails very badly (increasing desync) with
PAFF-in-mkv (rare) - all with -nocorrect-pts.

Note that ffh264 is known to have timestamp issues (some conformance tests
fail), but unfortunately it is not known if any (and if so, which) samples in
the wild use such unsupported timestamp mechanisms.
