[MPlayer-dev-eng] [patch] Slow down DVDs to 24fps with -speed24 switch

When playing videos with 25 fps (usually PAL DVDs), one can add the
-speed24 command line switch to slow down video by 4% to get the
original speed (and in 99% of the cases also the pitch).
this command line should not be applied always (as there might be some
25fps program out there that has an original speed of 25fps), but I have
one shell command for DVD playback that has already the correct settings
(alang, slang, fullscreen, xineramascreen, forcedsubsonly etc.), in
which the -speed24 switch can also be applied.
With NTSC DVDs this algorithm does not have any effect.
The only time the algorithm is wrong (i.e. plays a video too slow) is
when a DVD with original 25fps footage (usually video footage & co) is
played. That can be corrected by simply hitting the 'Backspace' key to
get the original speed.
