Well, we are talking about hundreds to thousands of such small textures
though. I admit I did not much testing, but using 1024x1024 textures
could be a really quick fix for that (providing space for 1024 and 4096
small textures respectively), I just considered that overkill, I
expected such massive ass subtitles to have horrible performance anyway.
