All changes to libavformat, libavcodec, libavutil, libswscale or
libpostproc must go to the FFmpeg project, we are not responsible for
this, nor can we make any changes to those files, they are svn:externals.
But before you submit it, a global variable like avr32_use_pico
(particularly if it causes thread-safety issues) is cause for immediate
rejection of the patch there.
