Well, there's always the option of linking the files into categorized
folders, so that they still appear in /incoming, as well as whatever
samples subdir.

And similarly, can't files in incoming be processed by atime? While it
may have been uploaded years ago, if nobody has downloaded the file in a
few months, it seems unlikely to be very important.  So, take files that
haven't been downloaded in 6 months, move them somewhere they are
inaccessible, and see if anybody complains in the next year...
