No.  I didn't say audio-only files.

-edl will skip entire segments of a video (including audio).

-vf framestep does not.  It leaves audio intact.  

Someone who wants to encode a video, starting from frame 975, probably
doesn't want to listen to the audio for 40 seconds while they stare at a
black screen.
