Guiltless? They serve two different things at the same URL,
distinguishing by the user-agent and use http:// in the playlist instead
of any of the more correct mss:// mmsh:// or mmshttp:// (not sure if WMP
supports all of those, but at least one should work), at the very least
it is a completely broken configuration, and I don't think they can even
blame that on Microsoft...

That would only work by chance though, the parameter string can contain
anything...
Note that it would also be easier to convince if someone can find other
servers with the same issue, any code would be too much for one server
on the whole internet, so to say...
