Just use TortoiseSVN and select "Apply Patch" from its context menu.
In the small Window that opens you can then in its context menu select
"apply to all files" or something like that and you're done.

No, it does not require admin rights, it is just Vista being f*ing
stupid and thinking it is an installer, just because it has "patch" in
its name. Same thing for MinGW's install.exe. Try googling for how to
disable it, it should be an option somewhere in some policy editor (I
assume "just leave Vista to torturing users and use something else"
wouldn't be a helpful answer from your point of view :-) ).
