[MPlayer-dev-eng] [PATCH] SSE dectect support for OS/2

cpudetect.diff enable to detect SSE on OS/2.

cpudetect_runtime.diff wrap around HAVE_XXX macros with
RUNTIME_CPUDETECT, because when RUNTIME_CPUDETECT enabled, checking
HAVE_XXX and disabling that CPU feature is meaningless.
