No it's not. It keeps the development list clean of
bugreports that are PEBCAK. For those people who
know what they are doing and are likely to report
real bugs there is an additional mailinglist called
-advusers. 

But be aware that the policy requires to unsubscribe anyone
from -advusers who asks a trivial question or reports 
a PEBCAK "bug" :-)
