I don't think there's anything to "re" implement so far.
I'd say there's no OSS "wheel" for that right now.
HD-DVD/BluRay codecs (VC-1/H.264) are already supported and uncrypted 
EVO files can be demuxed (and so played) but there's no
equivalent to libdvdcss/libdvdnav for HD content so far.
