Not quite, https://garage.maemo.org/projects/mplayer/ has a set of patches
(armv5te and armv6 performance optimizations, video and audio output drivers,
tweaks and workarounds for various issues, finetuned default configuration)
for building MPlayer package targeted at Nokia internet tablets.

Almost all of these patches would be useless for Neo1973. The cpu used 
in Neo1973 supports only armv4t instructions, so it will be unable to use 
any armv5te or armv6 optimizations. Video and audio output most likely
will also need to be different.

A good news is that standard mplayer source distribution supports ARM out 
of the box, at least to the extent that it can be compiled and run.
But compiling for armv4 will need some tweaks (for example PLD instructions
problem in 'dsputil_arm_s.S' is still not fixed even now):

Most likely these minor armv4 tweaks have been applied by openmoko 
developers who reported successful MPlayer tests on Neo1973. It would be 
nice if they came here and/or to ffmpeg-devel mailing list and tried to 
push some solution for armv4 support out of the box.
