[MPlayer-dev-eng] [PATCH] Update mencoder parse_cfgfiles functionality

This patch updates the mencoder.c parse_cfgfiles function to have the 
same behavior as the same function in mplayer.c
The current mencoder function had issues such as not checking the 
CONFDIR for mencoder.conf

Note that it is essentially a direct copy from mplayer, so the next 
question I have is: should this function exist somewhere else and simply 
have it called from mplayer and mencoder?  Possibly parser-cfg.c?
