It's the sensible default.  If you don't give explicit permission to
redistribute and reuse then it's assumed not to exist.  Think about it,
how would you feel if your code showed up in a proprietary product of
company X tomorrow without any compensation or even credit?

This is not really something we should be doing for you.  Just put in
the correct license header or at least a statement to that effect.
