No (for both), in fact I wouldn't use it period because mencoder can't
seem to produce a file that can be played back by libtheora (that is
obviously very bad), nor can ffmpeg (at least in my testing). Theora
isn't even mature enough to be used for any serious encoding jobs in my
opinion.

Once Theora matures and (hopefully) mencoder extends beyond
being as AVI-centric as it is, I think using libtheora to add encoding
support for Theora in mencoder would be great, but honestly I can't say
as I'd encode anything in Theora unless I was a "completely free
everything" zealot.
