Hmm, I didn't specify one, which according to the doc it will be set to AVI.

I did find one problem. I need to initialise the fps to 25, then
changing force_fps at runtime (to a lower value) will determine how
many frames mencoder will drop. So, of course you are right in the
first place, the fps will not vary, it will be fixed at 25 fps (at
startup).
