[MPlayer-dev-eng] Mark WMA9 Speech Audio dshow codec as working

result is ok

linux>mplayer audiodump.wav
result is hissing

Behaviour for DMO and DSHOW is the same in above tests.

So the trouble with hissing is not in WMA9 Speech codec, but somewhere
in MPlayer resulting hissing on low bitrate audio.

Thus, i suggest to mark wma9spdmo and wma9spdshow as "working" in codecs.conf
