iam mostly fine with that, though id like add a litle like:

Direct changing of the repository on the server is not permitted unless
required by law, moral sense, to fix data corruption or during initial
creation of a new repository

ive added moral sense compared to written law because it might very well
not be against the law in some countries (the server could be moved
to such a country...) to publish some private information like phone
numbers or street addresses of a specifc group of people

also the case for data corruption is obvious, ive missed it initaially
and durng initial repo creation messing with the repo is less dangerous
as there are no checkouts so revision numbers can be changed at will
with no sideeffects
