I don't know, however, I doubt mplayer would want to link to strbase.lib, so I 
don't think it is relevant.  However, now I understand why you need the code to 
be in an alternate c file from win32.c.  After looking over your patch, may I 
suggest you find a less ambiguous name than util.c?
