In English, yes, but in C-ese, no - "if EOF" (with or without
parentheses) is quite normal, meaning "if EOF has been reached", and the
sentence given simply adds an intensifier. I use such syntax in my own
comments fairly routinely.

Of course, if there are multiple Files at hand whose Ends might have
been reached, this does still need clarification.
