[MPlayer-dev-eng] [PATCH] leave tv tuner norm (skip set to default "PAL" value)

Hi!

If use external tools (like xawtv/v4lctl) for set channel/norm before start mencoder, and not set norm (or normid) in the mencoder cmdline (-tv norm=...), mencoder change norm to default (PAL) value.
This patch check special norm "nochange" (-tv norm=nochange,...) for keep old (set by external tools) norm.
