[MPlayer-dev-eng] [PATCH] libosd issues w/o mplayer

Currently (since at leas r21129), if building MEncoder without MPlayer
libvo/libosd.a is included in mencoder, but there are no dependencies to
build it, thus building fails. If building with MPlayer this gets
handled (accidentally) by rule to build libvo/libvo.a, because it just
goes into the directory and makes all there, building libosd.a as well.
Attached patch (if I don't forget to attach ;) puts IMHO more sane
behaviour, and at least fixes said error.
It's the same patch as in thread r21129 on -cvslog, but it's hard to
notice there, so I resend.
