No, you cannot rely on lower level fragmentation features, they aren't
always present.

Yes, probably somebody could come up with a generalized solution and
propose it as rfc, would be suboptimal sometimes (more bits spent in
markup in average), won't be adopted by many because of NIH syndrome, it
will be simpler than having support for every codec, but more complex
than having support just for few.
