I don't have a clue. I just noted that the only man page I found about
this was about a BSD derivate. In effect, it must have been the BSD that
was used for Apple's Darwin.

Correct me if I'm wrong, but
  http://developer.apple.com/documentation/Darwin/Reference/ManPages/man3/uselocale.3.html
indicates that the function is a core BSD function.
