[MPlayer-dev-eng] [PATCH] Make Makefile recursion unconditional by default

Attached patch changes the top-level Makefile to invoke all subdirectory
Makefiles by default to make rebuilding a changed tree more robust.
Creating a file named "norecurse" disables recursion to directories
where the .a file is newer than both other files in the same directory
and the norecurse file (so creating it with a timestamp in the far past
gives current behavior).
