I'm fine with giving Evgeniy Stepanov, off course as long as he
follows the rules (in order not to piss Reimar off) and does a good
job as maintaining his code.

However, searching my mail archives shows that there's been only 2
patches of Evgeniy Stepanov that got committed so far.

So I guess giving SVN write access to Evgeniy Stepanov isn't so
obvious, but I imagine it's better to have someone who writes few fine
code/bugfixes instead of lots of bloated code.
