I suspect without looking that this is derived from the mini-discussion
a few threads over, in which it was proposed that we create our own
'pkg-config' to be used where a local one is not available and then
switch configure over to use pkg-config exclusively for determining
dependent-library CFLAGS and the like. In such a scenario, this variable
would allow one to specify whether to use the system pkg-config or
MPlayer's hypothetical internal one (which would probably just use the
same logic as is currently present in configure).

Whether or not this is a good idea in the first place is, last I heard,
still up in the air.
