because
0) only demuxers have all the informations to obtain mostly correct 
timestamps,
in one way or another
1) not many audio/video streams contain headers indicating the framerate
(or the framerate can be variable)
2) having the framerate in the mux permits to encode and play successfully
combinations that otherwise couldn't be possible/not standard, e.g. 12 
fps mpeg1
and things like that
3) it's much more easily user-tweakable
