I don't really like this approach. The current semantics of the filter
seem to be "skip first X seconds after the program is started, whatever
position (after seeking) that might be", and playing the same part again
(after seeking back before it) it would not be skipped again.

What kind of use cases would you have for this filter? The -delay one
you mention would IMO be better handled by a sync option to throw away
decoded audio if the current audio position is significantly behind
video.
