Not really, since it is only an internal document, mostly part of the
svn policy (in that regard placing it in the same dir as svn-howto does make sense).
The normal end-user should have no reason to ever see it -
it might actually create the impression that they are supposed to
contact the corresponding people directly for bug reports.
