[MPlayer-dev-eng] Ratecontrol changes for libavcodec

Greetings all,

Ive come up with a small change to ratecontrol.c that stops the assertion that
occours when there are more frames in the 2nd pass of encoding than are in the
1st pass log.

This occours very often when im encoding HDTV recordings (tp/ts files).

Should i post it in here or in the ffmpeg group?
