You need to fix the telecine thing first...  

It looks like you tried to use the "telecine=0" video filter
option as a lavc option.  Using -ofps 24000/1001 with that filter would
cause some nasty results.  

But even if you had that right, you would still have missed Rich's
point...  He was referring to the "telecine" option of "-mpegopts".
