There is only one reason to have non-ascii characters
in the code: names. Everything else MUST be in english.
Just check for all those polnish or hungarian comments everywhere.[1]

But if we have to put non-ascii in there, it should be utf-8
as none other covers enough languages. But then, most editors
still have problems with multibyte characters.
