[MPlayer-dev-eng] [PATCH] tv demuxer : to prevent set norm to PAL, if norm(or normid) in cmdline (with -tv options) not specified

If use v4lctl for set channel on tvcard, v4lctl correct set norm (PAL,SECAM etc) from .xawtv resource file. Mencoder/Mplayer without norm/normid options (-tv norm=/-tv normid=) set norm to PAL. Patch prevent correct current value, if this options not specified.
