[MPlayer-dev-eng] xvid zones patch

Hi guys

Here's a new version. It ensures that zones will only be applied in CBR mode 
and 2 pass 2nd pass mode. The 2 pass first pass mode needs to be done at 
constant quantizer (20), and zones are also disallowed in CQ mode (as per 
the XviD reference implementation.. I figure one of the reasons was that you 
could try to apply weights which do not make any sense in CQ mode).
